"북한, 세계 3위 비트코인 보유국 … 국제사회, 대책 강구하라"

《자유대한원로회의》는 자유민주주의와 법치 그리고 대한민국의 정통성을 지키려는 원로들의 모임이다. 2020년에 결성되어 비공개로 운영되다가, 지난해 12월30일 공개활동 조직으로 재출범했다. 이동복 15대 국회의원, 이재춘 전 러시아 대사, 이석복 예비역 육군 소장, 염돈재 전 국정원 차장, 김석우 전 통일원 차관 등 5인이 공동대표다. 원로회의는 시국에 대한 날카로운 성명서를 꾸준히 발표하는 한편, 젊은 세대를 위한 교육용 팸플릿-서적 출판 등에도 심혈을 기울이고 있다.

원로회의는 5일《북한 정권 차원 해킹 절도범죄》의 문제점을 강하게 비판하는 성명서를 발표했다. 

북한정권이 해킹으로 갈취한 금융자산을 비트코인으로 바꿔 무려 4조원대를 보유 중이며, 이는 미국 영국에 이은 세계 3위 비트코인 보유국이 됐다는 것이다.

원로회의는 성명에서 북한 정권차원의 조직적 해킹 범죄에 의한 금융자산 갈취를《디지털 약탈》로 규정하고, 국제사회를 향해 5개항의 요구사항을 내놓았다.

북한이 글로벌 가상자산 거래소《바이비트(Bybit)》해킹으로 절취한 암호자산을 비트코인으로 전환하여 4조 원 규모의 자산을 보유하며, 미국·영국에 이어 세계 3위의 비트코인 보유국이 된 사실이 드러났다.

이것은 단순한 범죄가 아니라, 국가 차원의 조직적 사이버 약탈과 경제 범죄행위이다.

최근 매일경제와 KBS 등 국내외 주요 언론이 보도한 바에 따르면, 북한의 해킹조직들은 단순한 정보 탈취를 넘어 AI(인공지능)와 위장 취업, 딥페이크 면접, 블록체인 세탁망을 결합해 세계 각국의 기업과 금융기관에 침투해 약탈행위를 자행하고 있다.

글로벌 보안기업 크라우드스트라이크에 따르면, 북한 해커조직《페이머스 천리마》는 이미 320개 이상의 해외 기업에 위장 취업 형태로 침투했으며, 생성형 AI를 이용해 실시간 면접을 조작하고 핵심 기술 자료를 탈취한 것으로 밝혀졌다. 

가공스런 사실은 이들 북한의 해킹 조직들이 북한 정권의 공식 기구라는 것이다.

이는 사적인 사이버 범죄가 아니라, 정찰총국과 원자력공업성 등 북한 정부 기관들이 노골적으로 지휘하는 국가 차원의 사이버 전쟁 형태를 띠고 있다.

2022년에는 북한이 베트남 게임업체를 해킹해 8,500억 원(6억 달러) 상당의 가상자산을 탈취하고, 이를 캄보디아의《후이원 페이(Huione Pay)》를 통해 세탁한 사실이 KBS 보도를 통해 드러났다.

한미일 등 11개국이 참여한 다국적 제재 모니터링 팀(MSMT)은 북한의 사이버 범죄 규모가 최근 4조 원(28억 달러)에 달한다고 밝혔다. 

이 불법 자금은 군수물자, 금, 무기 거래 등의 유엔 제재를 우회한 불법 수입 통로로 활용되고 있다.

북한은 범죄적인《디지털 약탈》을 통해 자유세계의 금융시스템과 시민의 자산을 직접 위협하고 있다.

이제 AI·가상자산·블록체인 기술이 독재국가의 무기가 된 현실을 국제사회는 더 이상 외면해서는 안 된다.

자유대한원로회의는 다음을 강력히 촉구한다.

첫째, 유엔 및 자유세계는 북한의 사이버 범죄를 핵·미사일 개발과 동일한 국제안보 위협으로 규정하고, 즉각적이고 실질적인 제재를 단행하라. 

둘째, 정부는 미국 등 우방과 협의하여 이 문제를 이번 회기 중 유엔 안전보장이사회에 제기하라.

셋째, 글로벌 가상자산 거래소와 금융기관은 북한 연계 의심 암호화폐 지갑 주소와 자금 세탁 경로를 신속히 차단하고, 추적 결과를 투명하게 공개하라.

넷째, 국제 수사기관 및 보안전문가들은 법적 절차에 따라《사이버 포렌식 국제연대(Global Cyber Forensic Coalition)》를 구성해 불법 자산을 추적·환수하라.

다섯째, 자유세계의 선량한 프로그래머와 보안 전문가들은《디지털 방어 연대(Blue Cyber Defense Alliance)》를 결성하여 북한의 AI 기반 해킹에 공동 대응하라.

다음은 영문 성명서 전문.

“The International Community Must Confront the Alarming Reality : North Korea Has Become the World’s Third-Largest Bitcoin Holder Through Cyber Theft”

It has been revealed that North Korea has converted cryptocurrency that it stole through its hacking of the global exchange Bybit into Bitcoin, amassing assets worth approximately 4 trillion won, making itself the world’s third-largest Bitcoin-holding nation after the United States and the United Kingdom.

This is not a mere act of cybercrime - it is a state-sponsored campaign of organized cyber theft and economic warfare.

According to reports by Maeil Business Newspaper, KBS, and other major international outlets, North Korean hacking activities have evolved far beyond simple data theft. 

They now combine artificial intelligence (AI), fraudulent employment, deepfake interviews, and blockchain-based laundering networks to infiltrate corporations and financial institutions around the world.

CrowdStrike, a global cybersecurity firm, has confirmed that the North Korean group, “Famous Chollima,” has infiltrated more than 320 foreign companies, using generative AI to falsify live interviews and steal critical intellectual property. 

What is even more alarming is that these hacker groups operate as official arms of the North Korean regime rather than rogue actors. 

This constitutes not private cybercrime but a form of state-directed cyber warfare, orchestrated brazenly by such government entities of North Korea as the Reconnaissance General Bureau and the Ministry of Atomic Energy Industry.

In 2022, KBS reported that North Korea hacked a Vietnamese gaming company, stealing USD 600 million (₩850 billion) in virtual assets, which were then laundered through Huione Pay, a widely used digital payment system in Cambodia.

The Multinational Sanctions Monitoring Team (MSMT), comprising 11 countries including the United States, Japan, and South Korea, has since reported that North Korea’s cyber-crime proceeds have reached USD 2.8 billion (₩4 trillion). 

These illicit funds are known to have been funneled through alternative channels to procure arms, gold, and sanctioned materials, circumventing UN restrictions.

North Korea’s criminal “digital pillage” now poses a direct threat to the financial systems and private assets of the free world. 

The international community can no longer ignore the grim reality that AI, cryptocurrency, and blockchain technologies have become the new weapons of a totalitarian state.

The Free Korea Seniors Council calls upon the world :

First, we ask the United Nations and the free world to classify North Korea’s cybercrimes as an international security threat equal to its nuclear and missile programs, and impose immediate and substantive sanctions.

Second, we ask the government of the Republic of Korea to raise this issue at the ongoing UN Security Council in coordination with allied nations.

Third, we ask global cryptocurrency exchanges and financial institutions to swiftly block and freeze crypto wallets and laundering networks linked to North Korean state actors, and publicly disclose tracing results in the interest of transparency.

Fourth, we ask international law-enforcement agencies and cybersecurity experts to, in accordance with working legal procedure, establish a Global Cyber Forensic Coalition (GCFC) to trace and recover illicit digital assets.

Lastly, we ask conscientious programmers and security professionals across the free world to form a Blue Cyber Defense Alliance (BCDA) to coordinate a united, lawful response against North Korea’s AI-driven cyberattacks.
