 Dear Mr. President: I can not find words to express, for myself and for all the people and Government of Korea, our profound gratitude for your prompt and continued actions in bringing aid to Korea in these desperate days. While we deeply appreciate the support of so many free nations, through the United Nations, to the cause of Korea, which also is the cause of freedom, we know full well that without your courageous leadership in a time of bewildering crisis there would have been no support and no aid.

I am deeply moved as I learn of increasing American battle casualties here. It is a tragic thing that so many men should have had to give their lives for liberty in this land so far from their own. It is easier for me to accept word of our own battle casualties than of yours, cruel as ours have been, since our forces are fighting in and for their native land. I wish I could convey to every mother and father and wife and child, and sister and brother of an American soldier killed or wounded here in Korea even some slight comfort through the knowledge that no Korean can ever forget the courage and sacrifice of these men who in the great traditions of the United States of America have come to the defense of the weak against the cruel aggressor, and have fought and given their life’s blood that liberty and freedom should not perish from the earth. These soldiers of your great country, Mr. President, have lived and died as Americans, but they have given their lives even beyond love of country as citizens of the world, knowing that to permit the further destruction of the independence of free nations by the Comminazis is to clear the way to assault upon every nation, even the United States itself.

*(1) The source text is the original of this letter as transmitted by Ambassador Muccio to Mr. Acheson tinder a covering note, not printed, on July 19 a copy of the text was also sent in telegram 60 from Taegu (not printed), July 19, which, however, was delayed in transmission and not received in the Department of State until July 23.

(2) As you know, the Korean people were divided against their will: as a result of military decisions in 1945 regarding the 38th Parallel, to which no Korean was a party. This division permitted the development in the north, under Soviet direction and leadership, of a communist regime wholly alien to Korean traditions and feelings. With absolute control of the military, police and fiscal powers in that region of Korea, the communists, with Soviet direction, were able to create the formidable force which has caused such cruel damage not only to Korea but also to the United States and most members of the United Nations. When the Soviet sponsored regime in North Korea simultaneously attacked the defense forces of the Republic of Korea in the early morning of June 25, they ended any possible claim to the maintenance of the 38th Parallel as a political or military dividing line between free and slave Korea.

It would be utter folly to attempt to restore the status quo ante, and then to await the enemy’s pleasure for further attack when he had had time to regroup, retrain and reequip. The time has come to cut out once and for all the cancer of imperialist aggression, the malignant growth artificially grown within the bosom of our country by the world communists.

The people of North Korea are the same as the people of South Korea. All are loyal to the land of their birth with the very few minor exceptions of foreign trained and foreign directed communists. This war is not a conflict between North and South it is a conflict between the few who are communists, who by an accident got control of half of our country, and the overwhelming mass of the citizens of Korea, wherever they may live.

The Government and the people of the Republic of Korea consider this is the time to unify Korea, and for anything less than unification to come out of these great sacrifices of Koreans and their powerful allies would be unthinkable. I am sure, Mr. President, that you have come to the same conclusion yourself, but I wish to make clear to you the position of this Government. The Korean Government would consider as without binding effect any future agreement or understanding made regarding Korea by other states or groups of states without the consent and approval of the Government of the Republic of Korea. From statements which you have made recently I believe that this also is the position of the Government of the United States.

Daily I pray for the joint success of our arms, for clear skies so that the planes of the United States Airforce may search out and destroy the enemy, and for the earliest possible arrival of sufficient men and material so that we can turn to the offensive, break through the hard crust of enemy forces and start the victorious march north. I have no slightest doubt in the ultimate victory of our cause I know that both right and might are on our side.

<친애하는 대통령께: 절망적인 위기를 맞은 한국에 신속하고 지속적인 원조를 제공해주신 각하에게, 본인은 물론, 대한민국 정부와 모든 국민들은 깊은 감사의 뜻을 무슨 말로 표현할지 모르겠습니다.

우리는 한국의 大義, 즉 자유의 大義를 위한, 많은 자유 우방의 국제연합을 통한 지원에 깊이 감사드리면서, 각하의 용감한 영도력이 이 난처한 위기를 당하여 발휘되지 않았던들 그러한 지지도, 원조도 없었으리라는 사실을 잘 알고 있습니다.

본인은 한국전선에서 미군의 戰死傷者가 늘어난다는 사실을 보고 받을 때마다 가슴이 아픕니다. 故國에서 머나먼 이곳에 와서 자유를 위하여 그렇게 많은 사람들이 그들의 생명을 바치지 않으면 안된다는 것은 비극적 사실입니다. 우리 군대는 우리의 국토 안에서 조국을 위하여 싸우고 있으니까 우리 군의 사상자 보고를 받는 것이 아무리 참혹하다고 해도 貴國(귀국)의 희생자보다는 그나마 낫습니다.

이곳 한국 땅에서 죽고 다친 미국 병사들의 모든 부모, 妻子, 형제 자매들에게 부족하나마 위로의 말을 전하고 싶습니다. 우리 한국인들은, 미국의 위대한 전통을 이어받아 弱者를 지켜주려고 이 땅에 와서 잔인한 침략자들을 상대로  해방과 자유가 지구 상에서 사라지지 않도록 생명을 내걸고 싸우고 피흘린 그들의 용기와 희생을 결코 잊지 않을 것입니다. 

 

대통령 각하, 위대한 貴國의 병사들은 미국인으로서 살다가 죽었습니다만, 세계 시민으로서 그들의 생명을 바쳤습니다. 공산파쇼 집단(Comminazis)에 의하여 자유 국가의 독립이 유린되는 것을 방치한다는 것은 모든 나라들, 심지어는 미국 자신까지도 공격받는 길을 터주는 길이 됨을 알고 나라 사랑의 한계를 초월하면서까지 목숨을 바쳤던 것입니다.

각하도 아시다시피 한국인들은 그 누구도 참여하지 않은, '38도선에 관한 1945년의 군사 결정'의 결과로 자신들의 의사에 反하여 분단되었습니다. 이와 같은 분단은 북한에서 소련의 지령과 통제 아래 한국인의 전통이나 정서와는 전적으로 이질적인 공산정권의 수립을 허용하고 말았습니다. 

이 북한 지역에서 군사, 경찰, 재정의 권력을 절대적으로 장악한 공산 분자들은 소련의 지령 하에 한국뿐만 아니라, 미국과 대다수 국제연합 회원 국가들에 대하여도 처참한 피해를 줄 수 있을 정도의 강력한 군사력을 키울 수가 있었습니다. 소련의 후원을 받은 북한 정권이 6월25일 새벽, 한국군을 일제히 공격하였을 때 그들은 38선을 자유 대한과 노예 북한 사이의 군사 분계선으로 유지할 수 있는 근거를 없애버렸습니다.

원상(status quo ante)회복을 시도함으로써 敵이 戰列(전열)을 가다듬어 또 다시 공격할 수 있도록 시간적 여유를 주는 것은 참으로 어리석은 행동이 될 것입니다.  세계 공산주의자들이 우리나라의 가슴 속에 심어서 키워온 제국주의적 침략의 惡性 암세포들을 이번 기회에 영원히 도려내야 합니다. 북한 사람들은 남한 사람들과 차이가 없습니다. 외부 세력이 훈련시키고 조종하는 소수의 공산주의자들을 제외한 모든 한국인들은 그들의 조국에 충성합니다. 이 전쟁은 南과 北의 대결이 아닙니다. 이 전쟁은 우리나라의 半을 어쩌다 점거하게 된 소수의 공산주의자들과 압도적 다수의 한국 시민들(그들이 어디에 살든) 사이의 대결입니다.

한국 정부와 국민들은 이제 한반도를 통일할 때가 왔다고 생각합니다. 한국과 강력한 우방들이 치르는 막대한 희생을 딛고 통일도 이루지 못한다면 이는 언어도단입니다.

대통령 각하, 각하께서도 같은 결론에 도달하셨을 것으로 본인은 확신하는 바이지만, 우리 정부의 입장을 각하께 분명히 밝히고자 합니다.

한국 정부는 대한민국 정부의 동의나 승인없이 한국에 관하여 장차 他國(타국)이나 국가 그룹에서 결정하는 어떠한 협정이나 양해 사항도 이를 구속력이 없는 것으로 간주할 것입니다. 본인은, 각하께서 최근에 발표하신 성명서를 통하여  이것이 또한, 미국 정부의 입장이라고 믿습니다.

본인은 매일 기도합니다. 韓美軍의 승리를 위하여, 날씨가 맑아져 미 공군 전투기가 敵을 발견하고 파괴할 수 있도록, 그리고 충분한 병력과 물자가 최대한 빨리 도착하여 공세로 전환,  강고한 敵軍의 진영을 돌파, 승리의 北進을 시작할 수 있도록 매일 기도합니다. 

본인은 우리의 大義가 궁극적인 승리를 거두리라는 데 추호의 의심도 하지 않습니다. 본인은 정당성(right)과 강력함(might)이 우리 편이란 사실을 잘 압니다. 영원히 계속될 親愛(친애)의 마음을 담아서 편지를 보냅니다. 이승만>
