MBC노동조합(위원장 오정환)이 국제기자연맹(IFJ)에 "향후 의견을 표명할 때 민주노총 산하 전국언론노동조합의 견해를 공유하지 않는 기자들의 목소리도 들어줄 것"을 요청하는 이메일 서신을 보낸 것으로 확인됐다.

7일 MBC노조에 따르면 해당 서신을 작성한 오정환 위원장은 앞서 국제기자연맹이 '자막 조작' 논란을 빚은 MBC를 고발한 국민의힘을 겨냥해 '한국기자협회와 함께 MBC와 한국 언론에 대한 명백한 언론자유 침해를 규탄한다'는 성명을 발표한 것과 관련, "한국기자협회가 정치적으로 균형적이고 공정한 입장을 취하고 있다고 보지 않는다"며 국제기자연맹이 국민의힘을 비판할 때 인용한 한국기자협회의 성명이 대한민국의 모든 기자들을 대변하는 것은 아니라고 강조했다.
오 위원장은 "우리 조합은 전국언론노동조합 MBC본부와는 별개로, MBC에 존재하는 또 다른 노동조합"이라며 MBC의 '비속어 보도' 논란과 관련, '대통령의 사과'를 강조한 한국기자협회와는 다른 견해를 갖고 있다고 밝혔다.
오 위원장은 "우리 조합은 자국 지도자의 사적인 혼잣말을 무모하고 악의적으로 보도하는 MBC 뉴스 행태에 놀랐다"며 "민주당 박홍근 원내대표가 대통령실 순방취재단의 엠바고가 풀리기도 전에 대통령의 발언 논란을 먼저 발표한 점도 의문"이라고 지적했다.
오 위원장은 "우리는 한국기자협회가 국제기자연맹의 공식 회원이라는 점을 잘 알고 있으나, 현재 협회장은 더불어민주당과 정치적인 지형을 공유하는 진보 매체(한겨레신문) 기자"라며 사실상 한국기자협회의 정치적 편향성이 의심된다고 주장했다.
오 위원장은 "우리는 MBC의 작은 노동조합이지만 기자들에게 중요한 미디어 윤리와 원칙들을 준수한다"며 "국제기자연맹이 공식 입장을 밝힐 때 우리의 '작지만 절실한 목소리'를 민주노총 산하 전국언론노동조합의 목소리와 동등하게 들어줄 것을 희망한다"고 호소했다.
◇ 다음은 MBC노조가 국제기자연맹에 보낸 이메일 서신 전문

이 편지가 잘 도착하기를 바랍니다. 저는 한국의 MBC노동조합의 비상대책위원장 오정환입니다.
이해를 돕고자 설명드리면 저희 MBC노동조합은 당신이 익히 알고 있을 것으로 생각되는 전국언론노조 MBC본부 노동조합과 별개의 MBC내의 또다른 노동조합이며 70명의 기자와 직원으로 구성되어 있습니다.
2017년에 최승호 사장이 MBC 사장으로 취임하였습니다. 최승호 사장은 전국언론노조 MBC본부의 전 노조위원장이었고 2017년에 김장겸 사장을 퇴진시킨 언론노조 파업에도 역할을 담당하였습니다.
최 사장은 사장 취임 이후 2017년 전국언론노조 MBC본부 파업에 참가하지 않았던 88명의 기자들을 박해하였습니다. 그는 영상촬영물의 색인을 입력하는 일이나 기자회견의 발언 내용을 속기사처럼 입력하는 일과 같이 기자들의 일이라고 여겨지지 않는 업무에 이들을 전보하였습니다. 몇몇 기자들은 방송작가나 뉴스PD와 같은 일에 배속되었는데 이들 업무는 뉴스 취재와 방송 리포트 제작이라는 기자의 일과 연관되지 않았습니다.
우리는 국제기자연맹이나 국경 없는 기자회와 같은 단체들에게 전국언론노조MBC본부의 숨겨진 얼굴을 고발하고자 편지를 보냈습니다. 그러나 이 노조는 1천 명이 넘는 노조원과 한국의 언론사회에서의 큰 영향력을 가지고 있었기 때문에 우리 88명 기자들의 목소리는 국제기자연맹이나 국경 없는 기자회의 관심을 끄는 데 실패하였습니다. 2017년 전국언론노조 MBC본부노조의 파업에 참여하지 않았던 88명의 기자들 가운데 절반 가량이 저희 노조에 가입해 있습니다.
2018년부터 민노총 산하 전국언론노동조합 MBC본부와 MBC 경영진은 당시 여당이었던 민주당과 문재인 대통령에게 호의적인 편파적 뉴스를 내보내는데 동조해왔습니다. 문재인 대통령은 언론노조 MBC본부의 간부와 2016년에 만나 공개적으로 지지의 메시지를 전달하였습니다.
올해 대통령 선거에서 윤석열 대통령이 20대 대통령으로 취임하면서 민주당은 야당이 되었습니다. 우리 MBC노동조합은 대선 뉴스 모니터단을 구성해 활동하였는데 MBC 뉴스프로그램에서 편향된 뉴스 리포트를 다수 발견하였습니다.
지난 달에 전국언론노조 MBC본부노조 소속 기자들이 윤 대통령의 발언을 녹화하였는데 그 말은 거의 잘 들리지 않는 상태였습니다. 기자들은 윤 대통령이 미국 의회에 비속어를 사용했다고 주장하였는데 윤 대통령은 이를 부인하였습니다.
우리 MBC노동조합은 자국 지도자의 사적인 혼잣말을 무모하고, 공격적이며 악의적으로 보도하는 MBC 뉴스 행태에 놀랐습니다.
또한 우리는 민주당 박홍근 원내대표가 대통령실 순방취재단의 엠바고가 풀리기도 전에 대통령의 발언 논란을 먼저 발표한 점에 대해서도 의문을 제기하였습니다.

우리는 국제기자연맹이 의견을 표명할 때 민주노총 산하 전국언론노조의 견해를 공유하지 않는 기자들의 목소리도 들어줄 것을 정중하게 요청합니다. 우리는 문화방송의 작은 노동조합이지만 기자들에게 중요한 미디어 윤리와 원칙들을 준수합니다.
우리는 MBC 뉴스가 민주당과 공조하는 편향된 뉴스라는 국민들의 시선을 원치 않습니다. 우리는 MBC 경영진이 자신들과 정치적 견해가 다른 저널리스트들을 차별하는 것을 원치 않습니다. 우리는 대통령의 발언 문제가 법적 분쟁해결절차에 들어가기 이전에 MBC가 스스로 허위 자막방송에 대한 사과를 하여 문제를 해결하여야 한다고 생각합니다.
또한 우리는 국제기자연맹이 우리의 작지만 절실한 목소리를 민노총 산하 전국언론노조의 목소리와 동등하게 들어줄 것을 희망합니다.

◇ 다음은 이메일 서신의 영문 버전
Dear Anthony Bellanger, General Secretary of IFJ
I hope this email finds you well. I am Jung-hwan Oh, the head of MBC Union. As you may know MBC(Munhwa Broadcasting Corp) is the second biggest broadcasting company in South Korea.
For your information, MBC Union is a different entity from the ‘MBC branch of National Union of Media Workers (NUMW)’ which I’m sure you may have heard of. Presently the majority of MBC reporters belong to the latter union.
There are two labor unions in MBC and our MBC Union is the minor one of about 70 journalists and employees. We organized our Union in 2013, in order to find a way to deliver different voices from those of the existing labor union, the MBC branch of NUMW.
In 2017, Seung-ho Choi became the CEO of MBC. He had been the head of the MBC branch of NUMW. He was one of those who played leading role in the strike in 2017 in order to overthrow then CEO, Jang-Kuem Kim, which was successful.
Mr. Choi as the CEO of MBC started causing affliction to the 88 journalists who had not participated in the strike. He stripped them of their jobs as reporters. Instead, he forced them to do scut work such as making video clip index and typing up speeches of media conferences. Those duties were unrelated to journalist's occupation and journalism. It was a brutal retaliation that might happen between enemies.
We have sent letters to the IFJ and the Reporters Without Borders to appeal and disclose the hidden face of the MBC branch of NUMW who persecuted the journalists of the rival union.
However, to our disappointment, the voices of our 88 journalists failed to draw attention of IFJ or RWB. MBC branch of NUMW is a big union of more than 1,000 employees including many reporters and has an enormous clout with the Journalists Association of Korea. I’m afraid I assume that is why.
About a half of the 88 journalists who did not participate in the NUMW strike in 2017 are members of the MBC union now.
Since 2018 the MBC branch of NUMW and the management board of MBC have been cooperating with broadcast political news severely biased in favor of the Democratic Party and former President Moon, Jae-in. Mr. Moon had a kind of mutual understanding with the NUMW and even expressed an explicit support for it in 2016.
With the victory of presidential election of this year Yoon, Suk-Yol became the 20th President of Republic of Korea and as a result Democratic Party became the opposition party. During the election campaign MBC union organized a news monitor team and again found out numerous politically biased or unfair news reports in the MBC news programs.
About 2 weeks ago, the reporters of the MBC branch of NUMW recorded some remarks of President Yoon’s which were scarcely audible. The reporters insisted President Yoon spoke some offensive words against US Congress, which President Yoon denied afterwards.
We were surprised at the news reports of the MBC which were reckless, offensive, and malicious attacking the leader of their own country for the private monologue.
We also questioned how the leader of Democratic Party Park, Hong Keun criticized President Yoon for that matter even before the release of embargo within reporters covering the Presidential Office.
We understand that the Journalists Association of Korea is the regular member of IFJ but we have to tell you that JAK is not politically neutral. The president of the JAK is a journalist of the Hangyoreh newspaper which is regarded as one of the progressive media and shares common political values with Democratic Party.
We read the statement that IFJ recently released on Korean ruling party’s accusation of MBC. With all due respect, we are asking you to also hear the voices of journalists like us who do not share the view of NUMW. Although we are a small union in MBC TV, we carry our policy and principles within the media ethic which is crucial for journalists.
We do not want Korean people to regard MBC News as politically biased one coordinated with a certain political party. We do not want MBC to discriminate journalists who disagree with its political view. We believe this hot mic happening should be resolved with the apology of MBC for the false superimposition broadcasting before it results in a legal conflict. And again we hope IFJ will listen to our small but desperate voice as carefully as those of JAK and NUMW.
